TIA Releases First Draft of DCE 9000 as Data Center Industry Faces Growing Quality and Reliability Demands Amid Unprecedented Investment

PR Newswire

First draft developed in just nine months, with continued industry discussions through Data Center World webinar and Broadband Nation Expo Data Center Summit

ARLINGTON, Va., Oct. 14, 2026 /PRNewswire/ — The Telecommunications Industry Association—enabling the future of trusted digital infrastructure, announced the release of the first draft of DCE 9000™, the Data Center Quality Management System Standard, marking a significant milestone in an industry-led effort to establish a common, certifiable quality benchmark across the data center infrastructure ecosystem.

The standard aims to replace fragmented, proprietary vendor checklists with a shared approach to quality that aligns operators, suppliers, and general contractors. Its development comes at a time when unprecedented investment in AI infrastructure and digital services is accelerating data center construction worldwide, increasing the need for greater consistency, reliability, and predictability across the industry.

The draft reflects the collective work of the TIA QuEST Forum DCE 9000 Working Group and its subteams, incorporating critical feedback from the initiative’s recent in-person meeting in Nashville, Tennessee. There are currently 78 organizations – a total of 191 participants – providing strategic guidance and technical expertise to help finalize the draft standard. To support its eventual rollout, parallel resources are already in development, including measurement guidelines, certification requirements, auditor competencies, and comprehensive training programs. While development of DCE 9000 is progressing rapidly, organizations still have an opportunity to help shape the standard.

“DCE 9000 is an important and transformational initiative for the data center industry. Google is proud to provide leadership and support as the industry works collaboratively to establish a common approach to quality. Reaching this first-draft milestone is a significant accomplishment, and it reflects the commitment of organizations across the ecosystem to building a standard that will enable capacity at speed, improve consistency, reliability, supply chain resiliency, and predictability as data center infrastructure scales.”— Gino Tozzi, Global Head of Data Center Infrastructure Quality at Google and Chair of the DCE’s Technical Committee

The draft now moves into formal review by participating organizations. TIA is encouraging members to share the document internally, consolidate feedback, and identify issues that could impede adoption. Proposed changes will be managed through a formal change-control process, with comments requested by November 30, 2026. The working group remains on track for publication of the final DCE 9000 standard in the first quarter of 2027.

As the industry scales, quality challenges extend well beyond individual facilities or projects. Data center infrastructure involves increasingly complex global supply chains, accelerated construction timelines, and coordination among a growing number of operators, suppliers, contractors, and service providers. As a result, the need for a common framework that promotes consistency, predictability, and accountability across the ecosystem has become increasingly important.

At the same time, data center development is receiving heightened attention from policymakers, communities, utilities and other stakeholders concerned about power, water, land use, infrastructure investment and long-term sustainability. Against this backdrop, industry-wide quality practices can help reduce variability, identify risks earlier and improve confidence in the infrastructure being deployed. The urgency of these challenges has helped drive unprecedented industry collaboration, enabling the initiative to progress from launch to first draft in just nine months.

“Data centers have become foundational infrastructure for the global economy, yet the industry is scaling at a pace that makes quality more important—not less. DCE 9000 is designed to bring the industry together around a common quality management framework that addresses the full infrastructure lifecycle. The first draft represents an important step, but the strength of the standard will ultimately come from the industry’s ongoing participation. As data center technology, requirements and best practices evolve, continued industry engagement will be essential to ensuring the standard evolves with them.” — Mike Regan, VP, Business Performance, TIA QuEST Forum

The standard is designed to deliver benefits across the data center ecosystem. For data center owners and operators, DCE 9000™ offers a structured, certifiable approach to driving quality, reliability, and continuous improvement across the data center lifecycle. For manufacturers, suppliers, and service providers, it creates a common set of quality requirements that can reduce inefficiencies, improve alignment with customer expectations, and provide an independent means of demonstrating excellence in a highly competitive marketplace.

TIA and Data Center World to Examine the Quality Challenge Behind AI Infrastructure

TIA will continue the industry conversation on November 10 during a Data Center World webinar, “The Quality Challenge Behind AI Infrastructure.”

The one-hour webinar will feature Mike Regan alongside Jennifer Stepniowski, Senior Manager, Global Customer Experience & Quality at Johnson Controls; Vijai Venkata, Quality Director at Modine; and Chris Murphy, Data Center World Content Director at Informa. The discussion will examine why organizations are rallying around DCE 9000 and how a common, industry-driven quality standard can help align suppliers, operators, and other stakeholders around shared quality expectations. Panelists will explore how greater alignment can reduce inefficiencies, improve predictability and consistency, and drive better lifecycle quality outcomes across global data center deployments.

Register for the November 10 webinar to hear from TIA and industry experts about the quality challenges facing today’s rapidly evolving data center infrastructure and the role DCE 9000 can play in addressing them.

DCE 9000 Featured at Broadband Nation Expo Data Center Excellence Summit

The DCE 9000 initiative will also be featured at the upcoming Data Center Excellence Summit, co-located with Broadband Nation Expo, November 18-19 in New Orleans. The summit will bring together leaders from across the data center ecosystem, including organizations such as Google, AWS, Equinix, Oracle, Crusoe, HITT Construction, Corning and TIA, among others, to share perspectives on the challenges and opportunities shaping the rapid expansion of data center infrastructure. Several DCE 9000 workgroup participants will take the stage to share their expertise on data center quality, while the broader summit will explore critical industry-wide issues, including reliability, power, connectivity, construction, operations, regulation and the need for greater consistency.
